The completion of the ADB-funded R.T. Lim – Siocon road in Zamboanga del Norte is drawing near

The nearing completion of a road project by the Department of Public Works and Highways (DPWH) in Zamboanga Sibugay and Zamboanga Del Norte marks a significant stride in fostering growth corridors and enhancing transportation infrastructure in the Western Mindanao Region.

Senior Undersecretary Emil K. Sadain, overseeing DPWH infrastructure flagship projects, expressed contentment with the progress of the 24.5-kilometer R.T. Lim – Siocon Road under the Improving Growth Corridors for Mindanao Road Sector Project (IGCMRSP), funded through a loan agreement between the Government of the Philippines and the Asian Development Bank (ADB). This assessment came after an inspection on February 17, 2024, alongside Unified Project Management Office (UPMO) – Roads Management Cluster II (Multilateral) Project Director Sharif Madsmo H. Hasim.

At over 82 percent completion, the R.T. Lim – Siocon Road signifies advancement in infrastructure development within the framework of the “Bagong Pilipinas,” the overarching theme of President Ferdinand R. Marcos Jr.’s administration. This road network is expected to yield positive impacts, including enhanced transportation efficiency and safety, as stated by Senior Undersecretary Sadain.

In his report to Secretary Manuel M. Bonoan, Senior Undersecretary Sadain conveyed that 22.5 kilometers of portland concrete cement paving works have been completed, and the construction of six bridges—Lituban, Kuyan, Mambong, Tabayo, Pisawak 2, and Tagaytay—along with concrete road shoulder and lined canal, is in full swing.

Geared towards catalyzing growth, the imminent completion of this road project is poised to better connect communities in the municipality of R.T. Lim, Zamboanga Sibugay, to the town of Siocon, Zamboanga Del Norte. It is anticipated to play a crucial role in the revitalization of Region 9, stimulating economic activities and creating new opportunities.

Covering a total distance of 64 kilometers, the entire alignment of R.T. Lim – Siocon Road includes sections that were exceptions to the existing ADB-financed contract of China Wuyi Company Ltd., owing to previous road works by DPWH Regional Office 9 from 2016 to 2019. Some previously completed sections by the Regional Office 9 were recently damaged by landslides and road slips, prompting collaborative efforts for clearing operations by UPMO-Roads Management Cluster II (Multilateral), China Wuyi Company Ltd., DPWH Regional Office 9, Zamboanga Sibugay District Engineering Office, and the provincial government.

The comprehensive implementation of the more than one hundred kilometer IGCMRSP, facilitated by DPWH through the UPMO Operations, aligns with the strategies of accelerating infrastructure development and increasing the capacity of the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) road network.

President Marcos inaugurated three core sub-projects in July 2023: the 24.03-kilometer Alicia-Malangas Road, 15.35-kilometer Tampilisan-Sandayang Road, and the 29.70-kilometer Lutiman-Guican-Olutunga Road. Other ongoing sub-projects in Zamboanga Peninsula and Tawi-Tawi Province are contributing to the broader initiative. Additionally, feasibility studies and detailed engineering design are underway for various IGCMRSP projects, showcasing a comprehensive and forward-looking approach to regional infrastructure development.

Php340K Worth of Illegal Drugs Seized from a Drug Suspect in Dipolog City Drug Sting

A joint anti-drug operation led by the Philippine Drug Enforcement Agency (PDEA) Zamboanga del Norte Provincial Office resulted in the arrest of a high-value target (HVT) in a buy-bust operation conducted in Barangay Miputak, Dipolog City, on the evening of February 28, 2025.

Director III Maharani R. Gadaoni-Tosoc identified the suspect as Cyril Gumalingan y Melancio, also known as Roldan Tubol, 50 years old, a habal-habal driver, and a resident of Sitio Paraiso, Barangay Galas, Dipolog City.

Seized from the suspect were approximately 50 grams of suspected shabu with an estimated market value of Php340,000.00, android phone, driver’s license, and the buy bust money.

The operation, conducted at 9:12 PM, was a joint effort of multiple law enforcement units, including the Dipolog City Police Station Special Drug Enforcement Team (SDET), Regional Drug Enforcement Unit 9 (RDEU9), Provincial Drug Enforcement Unit (PDEU) Zamboanga del Norte, Philippine National Police – Drug Enforcement Group (PDEG), and the 1st Zamboanga del Norte Provincial Mobile Force Company (ZNPMFC).

The suspect is now in the custody of authorities and will face charges for violating Sections 5 and 11 of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002), which penalizes the sale, possession, and distribution of illegal drugs.
